      Planning Commission meetings are held the 3rd Tuesday of each month.  Meetings start at 7:00pm at the Roger's Community Room and are open to the public.

      The Police Commission is an advisory body to the City Council consisting of the Police Chief, one City Council member, and three members from the public.  You must be a City of Rogers resident to apply.  Please visit or call City Hall for more information.

      The public is welcome to attend any of the meetings.  The commission typically meet every other month at the Rogers Community Room.  Please visit the events calendar for details.

    • Arena Commission

      rac-pic-for rinkfinderThe purpose of the Commission is to provide a forum for communication between the several organizations interested in hockey and the function of the arena within the Rogers community; and to provide an official advisory to the Rogers City Council relating to the interests and concerns of these organizations.

      The Commission will assist with coordinating fundraising activities and sales of advertising within the arena.

      The Commission will also assist in establishing and coordinating volunteers for concession work, tournaments and other special events.

      Arena Commission meetings are held at the Rogers Activity Center unless otherwise noted on the agenda meetings are held bi-monthly on the second Monday of the month at 6:00pm.  The public is welcome to attend.

      Mission:
      The mission of the Parks and Recreation Advisory Board is to enhance the lives of current and future generations of Roger’s residents and contribute vision, leadership, and recommendations to the City Council for the best use and development of Rogers’ parks, trails, recreation programming, and open spaces.

      Purpose:

      The purpose of this Board is to work as a team to:

      1. Study and determine the parks, recreation and open space needs of the City and serve as an Advisory Board providing recommendations to the City Council on matters pertaining to the planning, programming, evaluating and funding of park and recreation facilities and programs in accordance with Minnesota Statutes.

      2. Recommend annual priorities to the City Council, with reference to the Comprehensive Master Park Plan for Parks, Trails, and Open Space, for the acquisition, development, operation, and maintenance of recreation area, natural area, facilities, and programs.

      The park board meetings are held the second Thursday of the month at 5:30pm at Rogers city Hall.  The public is welcome to attend.

    • Farmers Market Announcements

      The Rogers Farmers Market is a market in which farmers, growers, artists, crafters, and select Rogers businesses sell their own products directly to the public, allowing consumers to have a direct relationship with the producer of the items they purchase. This market emphasizes diversity, quality, and freshness as well as community involvement.

      The market will be open every Wednesday starting June 13 and will run through October 10 (no market on July 4th) from 3:30pm to 7:00pm.  Wednesdays with an odd number day will be held at the Rogers Activity Center and Wednesdays with even number days will be held at the Rogers Community Room.  Don't miss out on old and new vendors, special event days, music events and other treats.

    • Community Gardens Announcements

      Gardeners able to provide fresh homegrown produce to their household all summer long, and they are also investing in their community's green space and the local foods movement. The Rogers Community Gardens are in two locations.

      The Water Tower Garden is located on the North side of Rogers. It is southeast of Hassan Elementary, off 141st Street and Orchid Avenue. This garden features fourteen plots. All plots are 14 x 14 feet. There are six off street parking spots available.

      The Triangle Park Garden is located on the South side of Rogers. It is in Triangle Park, off of Main Street and Rouillard Avenue, behind the Community Center and Fire Department to the southwest. This garden features fifteen raised bed plots, of which fourteen available to reserve. The remaining bed is reserved for use by Rogers Seniors. These garden plots are 8 x 24 feet There are six parking spots available all year long, with street parking also available. Water access will be on site.

      • CSAH 144 and TH 101 Interchange

        The Minnesota Department of Transportation (MnDOT), Hennepin County and the City of Rogers are studying the intersection of TH 101 and CSAH 144 (141st Avenue North). The agencies are evaluating alternatives to replace the existing traffic signal with an interchange. This web page will be a resource for residents, property owners and businesses to refer to as the study and project progress.

      Utility-billingThe City of Rogers utility billing provides billing for Rogers water, sanitary sewer, storm sewer systems, along with recycling and a basic charge which is based on meter size. Residential customers are billed every other month, and Commercial customers are billed monthly.

      Properties are billed for water based on usage.  We bill in per thousand gallon units, example if your usage reads 6 you used 6 thousand gallons of water for that billing cycle.

      The sewer is based on your 2 month winter reading (December - January or January - February depending on which bill cycle you are in) and set for the entire year. If you are gone for the months that we average your sewer, we will take a percent of your total average usage for the year. This way you are not paying sewer on water that you use outside during the summer (i.e. to fill pools, irrigation, watering plants, washing vehicles), you will also pay a base charge for sewer in the amount of $2.08 per month.

      The recycling charge is a flat fee which is charged to every residence in the city. It is your choice to recycle or not, however this fee cannot be removed from your bill if you chose to not recycle.  

      The storm sewer fee is different from the sanitary sewer in that it is the fee for water that runs off (water that travels thru the storm sewer system or drainage ponds).

    The City of Rogers is home to more than 11,197 residents and an active commercial and industrial sector on the outer edge of the Twin Cities.  The City of Rogers is continually changing; and the Planning Department assists in the management of the City's growth and redevelopment.  Like most cities, Rogers is constantly confronted with continually changing land uses. Properties that are redeveloped and that are surrounded by existing established neighborhoods, services and streets require a careful review to ensure that compatible results are achieved. The Planning Department reviews development and redevelopment proposals utilizing the guidance of the City's Comprehensive Plan, Zoning and Subdivision Ordinances.

    The Planning Department is also the staff lead for the following functions:

    • Maintains and updates the City's Comprehensive Plan and Zoning Map.
    • Advises developers, land owners and residents about the requirements for land use, plats and zoning.
    • Oversees administration of U.S. Census data.
    • Staff Liaison to the Planning Commission
    • Staff Coordinator for all new development and redevelopment projects
    • The Planning Department assists the City Council in guiding how the city will grow and develop in the future.  As such, the City has adopted a vision statement to identify and define our intentions until the year 2030.

    The Community Room serves as a banquet and meeting facility for seating up to 300 people.  The warm, attractive atmosphere is inviting for all occasions.  The large room divides to host meetings and smaller gatherings.     The concept of sustainable development was most classically defined by the World Commission on Environment and Development in 1987 as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs."  Since then, the term "Sustainability" has been defined in varying ways, but normally centers on 3 core values – Economy, Society, and Environment.  

    For the City of Rogers, working towards sustainability means operating more efficiently, saving money and energy, reducing pollution, and planning for the future.  The City's Public Works department has already taken a number of steps to become more sustainable and is constantly looking for new ways to improve efficiency while benefiting residents, the local economy, and environmental resources.

    Settlement in 1854 by European immigrants brought about major changes in the landscape of what is now Rogers. Originally, as part of the "Big Woods", the areas was heavily timbered with oak, elm, basswood, ash, and maple. Large areas of marshland also existed. As settlers arrived, the woods were cleared and the land was tilled for farmstead construction and crop production.

    Early on, small trade centers, known as hamlets, emerged in Hassan Township to serve the needs of the settlers. The hamlet of Hassan was first settled in 1854 and then organized in 1860 along Territorial Road in Section 21. Between 1854 and 1881, Hassan contained a clustering of houses, a post office, St. John's Episcopal Church, a school and a town hall. Today, an altered school, a church and Hassan town hall remain.

    Although not the earliest settlement, Fletcher, originally named St. Walburga by German immigrants, has become the most notable. It stands at the intersection of Territorial Road and County Road 116 (Fletcher Lane) in Rogers. Fletcher is considered to be the "finest example of a traditional crossroads hamlet in Hennepin County" and is eligible to become a historic district by the Minnesota Historical Society.

    Territorial Road crosses over a series of ridges, including a section that includes the highest point in Hennepin County. It was authorized by the Territorial Legislature in 1855 and identified as the "first legitimate outlet" for this section of Hennepin County. Through the years, it became a major transportation route for Hassan Township and surrounding communities "because it was maintained and it provided relatively easy access to Minneapolis markets." (Hennepin History Museum; 1995).
